Homework, language and learning support – apply for a grant for measures to support school education
The state supports language support measures in the form of school-based homework, language and learning support (HSL). Funding is provided for out-of-school and out-of-lesson programmes for pupils in need of additional support, particularly those from migrant backgrounds. The funding focuses on primary school pupils, pupils in Years 5 and 6 (excluding grammar schools), pupils in preparatory courses and classes, as well as children and young people of compulsory school age who have moved to Germany from abroad (so-called ‘late starters’). The measures are intended to strengthen integration into the German school system.

Details
Prerequisite
- Implementation of a language support programme as part of extracurricular and out-of-lesson school-based HSL for pupils requiring additional support, in particular those from migrant backgrounds. Homework supervision or private tuition alone, without language skills support, is excluded from funding.
- Support groups comprising three to five pupils eligible for support, who generally attend the same school; the minimum group size is two pupils in the case of latecomers.
- Pupils in Years 5 and 6
- at the Hauptschule,
- the Werkrealschule,
- the Realschule,
- the integrated school
- special educational and advisory centres offering the relevant educational pathways
- special educational and counselling centres with a focus on special needs support or the ‘Learning’ programme
- as well as pupils in other year groups up to and including Year 10, provided they have been admitted to a preparatory class or a preparatory course, or are so-called ‘lateral entrants’ of compulsory school age who have moved to the country from abroad. Pupils from other types of school may be supported, provided they are ‘lateral entrants’.
- The support
- usually takes place on the school premises.
- is to be carried out in German.
- takes into account the curriculum as well as the pupil’s specific language support needs.
- The support comprises at least 80 hours. Support programmes of a shorter duration may only receive funding in exceptional cases, provided that the support could not be provided throughout the entire school year for compelling reasons. Support programmes of fewer than 27 hours cannot be funded.
- Eligible legal entities and individuals may receive funding.
- Compliance with application deadlines
- The grant from the Ministry of Education and Cultural Affairs is awarded as a fixed sum for support groups. A support programme generally comprises at least 80 hours. Smaller support programmes may only receive funding in exceptional cases, provided that the support could not be provided throughout the entire school year for compelling reasons.
- The grant amount is tiered according to the scope of the programme:
- EUR 350.00 per support programme lasting between 27 and 53 hours
- EUR 700.00 per support programme lasting between 54 and 79 hours,
- EUR 850.00 per support measure lasting between 80 and 119 hours,
- EUR 1,000 per support measure lasting more than 119 hours.
- Funding for projects lasting fewer than 27 hours is not available, not even on a pro rata basis. The actual amount of funding depends on the budgetary resources available and the volume of applications, and will be calculated after the application deadline has passed.
- Please refer to the administrative regulation ‘HSL Guideline’ (in its current version) when submitting your application.
