Urban Development Grant – New Application
The urban development funding scheme in Baden-Württemberg supports urban regeneration and development projects.
Funding is provided on a co-financing basis, with a total funding rate of 60 per cent of eligible expenditure.
By submitting a new application, you have the opportunity to apply for an urban regeneration or development project to be included in that year’s urban development funding programme.

Prerequisite
Recipients of funding are local authorities located in Baden-Württemberg, special-purpose associations as defined by the Act on Municipal Cooperation, and planning associations as defined in Section 205(4) of the Building Code (BauGB), which are carrying out an urban regeneration or development project.
It is necessary to bundle individual measures with the aim of remedying widespread deficiencies in a defined regeneration area as part of an urban regeneration process.
The implementation of an urban regeneration measure requires adequate planning preparation. Therefore, in order to submit an application, both a comprehensive local development plan (GEK) and an integrated urban development plan (ISEK) derived from it must be in place for the respective regeneration area.
Procedure
1. Submitting an application
- Applications can only be submitted electronically via the service portal. Please use the online form for this purpose.
- You will need a user account with ‘Mein Unternehmenskonto’ (MUK). MUK is the central, nationwide access account for digital administrative services provided by the federal government, the Länder and local authorities. You log in securely using an ELSTER organisation certificate based on your tax reference number.
- Once you have completed and submitted the online form, the system will send a confirmation of receipt to the inbox of your user account. You will also receive a confirmation email.
- If, after submitting your application, you realise that changes are required to your application or the attachments, please use the online form ‘Application for Amendment’ for this purpose.
- The relevant regional council will then communicate with you electronically, in writing or by telephone.
2. Approval
- If the eligibility criteria are met and the necessary budgetary funds are available, the grant decision will be issued by the relevant regional council.
3. Notification requirements
You must notify the relevant regional council in writing without delay if
- the regeneration area is designated or amended (with a site plan),
- further funding is applied for or received, or if relevant details change,
- the purpose of the grant or other conditions for approval change or cease to apply,
- the purpose for which the grant was awarded cannot be achieved or the funded expenditure is reduced,
- funded items are no longer used for their intended purpose or are no longer required,
- the grant is not utilised, or is only partially utilised, within the approval period.
